When speaking of level, it's not a matter of stat level (STR, DEX, INT), but your magical skill level. If I recall correctly you need to be at least level 18 (or 19, I don't recall exactly) in that skill to make the scroll case.

Tal = 24 - I believe it's definitely an artifact of upgrading from 2.0 to 2.0 mid-game. I'm over it now and have started a new game (I was able to defeat the black king without it )

Is it possible you tried to update your Mageworld folder to Mw3, by added the Mw3 files, instead of removing all pre Mw3 files and using the Mw3 files alone ?

Mw1.1 is an upgrade of Mw1, and Mw2 is an upgrade of that again. Yet, Mw3 is standalone. It is not an upgrade of a former version of Mageworld.

Nope - It was a clean install - I moved all the old Mageworld stuff out, just like the instructions said. And I'm now convinced that is was due to upgrading in mid-game, as I've been able to make a scroll case, and probably much earlier this game than in the game where the spell combo didn't work. I was trying to make it around QN8.

My new Pooka learns fast - she has Str 25, Dex 20 and Int 16 at QR3 (oh well, she doesn't have much intelligence yet ). I want to try that superior armor which I just made. I hope there are enough enemies for her to beat up along the way to get Str up to 30!
