Okay, A while back I remember someone telling me that when your Elan Meter gets full you stop leveling..... I just wanted to know if for one that's true... and secondly is Mundane and Talent figured into it? and do they stop leveling when your Elan is full?

Once your char gets a score around 500k ( precise score varies based on what skills you learned and such ), your character reaches level 30. Once level 30, your character gains no more xp, and only score from learning new skills. This shows in the Elan-meter turning purple. Your char gets some nifty bonuses from that, too. ( Chance to deflect arrows with a sword, for example. Nothing huge, but all nice little bonuses nonetheless. ) Confidence, Precision, Talent and Mundane all need xp to increase, and as xp-gain is halted, none of them will level any longer.

.......but do Mundane and Talent add to the elan meter or are they just effected by it? Cause I'm wondering if I should make a character seperate from the one I'm using for crafting.

Mundane and Talent, just like Confidence and Precision, add to your characters experience. Once your character reaches its max level ( level 30 ), it can no longer gain experience, and the Elan meter turns purple ( max ) to show it.
When the Elan isn't purple, it quantifies how tough your character is, roughly compared to your own level, and how tough you could have possibly been. This is based on training, stats and equipment. If you equip a level 1 char the Lorica Squamata, you will see their Elan meter climb very high. This is because at that level, that amount of armour, is absurdly high.
If you have a character that is only a single point of xp away from maxing out, did not train Unarmed combat, and strip them of all their equipment, you will notice their Elan meter is low. Do you, however, give them the best equipment you can possibly find/make, and their Elan meter will be about as full as it can get.
The Elan meter is a rough representation of variables. Your score, however, is a constant. It is literally your characters xp, PLUS a bonus from training. Lockpicking adds 50 points, Alchemy a lot more. The harder it was to train it, the more it adds to your score. A character that has accumulated 497765 points of xp, is level 29. A character that has accumulated 497766 points of xp, is level 30.
If you have learned some skills, either combat or crafting, your score will be higher than your character's xp. Therefor it's easiest to just go by "around a score of 500k, your character maxes out".
Both Talent and Mundane make you gain xp when you use them. Watch your score. If you somehow wanted to make a character that does literally nothing but Mundane, it would max out at 40 Mundane, and not be able to get a single point in Confidence, Precision or Talent afterward.
Mageworld was designed so all characters would be somewhat different, and each character would either have to be balanced to survive, or have friends with strenghts where you have a weakness.
If you forego Mundane for other stats and strengths, you also forego equipment. Without equipment, your strength is useless. If you, however, have friends that can give your equipment, it's good for everyone; for you, because you now have high stats on top of very good equipment; and for your friends, because you are more capable of helping/defending them.
